Introduction

The Jackson Municipal Airport Authority ("JMAA") is seeking bids for construction and related services for the Baggage Belt Replacement project (the "Work") at Jackson-Medgar Wiley Evers International Airport. This project is anticipated to receive a Bi-Partisan Infrastructure Law (BIL) grant from the Federal Aviation Administration (FAA). The selected firm must be familiar with the process and required documentation associated with the FAA’s grant process. This includes, but is not limited to, FAA grant assurances, FAA airport design standards, 14 Code of Federal Regulations (CFR) Part 77 airspace requirements, as well as familiarization with applicable FAA Orders, Advisory Circulars (AC), and Interim Guidance.

Project Background

The JMAA terminal outbound and inbound baggage belts have reached their useful life and are becoming more prone to failure during peak times of aircraft passenger movements. The equipment is outdated and is difficult to repair when a failure occurs, which leads to congestion in the baggage handling area and can potentially lead to delayed flights or delays in passengers making connections to other flights or to transportation from the airport to the surrounding metro area. This negatively impacts the passenger experience and causes undue stress and hardship to the airline baggage handlers seeking to keep bags moving and flights on time.

Scope of Work

This project includes, but is not limited to, the replacement of all outbound and inbound baggage belts at Jackson-Medgar Wiley Evers International Airport. More specifically, this project will include removal of the existing baggage belt system, installation of the proposed baggage belt system, any building modifications required for installation of the proposed system, installation of new fire doors, electrical power improvements, DocuSign Envelope ID: CFC7A9FA-33B1-4EC0-966B-1BEAD1534ADF Baggage Belt Replacement Project Number 043-24 Page 5 of 129 and all other procurement, materials, labor, construction safety equipment, training, commissioning, warranty, and incidentals necessary to perform the work.
