Introduction

The Jackson Municipal Airport Authority ("JMAA") is seeking bids for construction and related services for the JAN Terminal Elevator and Escalator Replacement project (the "Work") at Jackson-Medgar Wiley Evers International Airport. This project is anticipated to receive a Bi-Partisan Infrastructure Law (BIL) grant from the Federal Aviation Administration (FAA). The selected firm must be familiar with the process and required documentation associated with the FAA’s grant process. This includes, but is not limited to, FAA grant assurances, FAA airport design standards, 14 Code of Federal Regulations (CFR) Part 77 airspace requirements, as well as familiarization with applicable FAA Orders, Advisory Circulars (AC), and Interim Guidance.

Project Background

The JMAA terminal, nearing its 60th year, requires critical upgrades to its aging elevators and escalators, reaching the end of its operational lifespan. These vital components ensure convenient and accessible movement for passengers, particularly in compliance with ADA regulations, between outbound and inbound passenger areas. This project aims to enhance the overall customer experience by providing reliable and efficient transportation within the terminal. Furthermore, upgrading the elevators and escalators will benefit passengers and improve the working environment for employees, ensuring they have access to the same enhanced experience between floors of the terminal.

Scope of Work

Scope of Work consists of the modernization of two banks of two, (4 total) escalators located in the main concourse. This work involves the demolition and removal of the existing escalators and replacement with new units. Work will be done in two phases. Work also included the modernization of five elevators, located at different locations in the airport terminal. One elevator is an electric traction elevator, serving seven floors. The remaining four are hydraulic elevators. Minor modifications to adjacent areas is include as part of other Work indicated in the Contract Documents An alternate bid for refinishing the interior of a 6th elevator cab with new panels, ceiling and flooring will be considered.

JMAA will hold a non-mandatory Pre-Bid Conference on Wednesday, May 22, 2024, at 10:00 a.m. (CST) in the Community Room, Third Floor of the Main Terminal Building at JAN. Sealed Bids

Sealed bids to perform the Work will be accepted by JMAA until 4:00 p.m. Central Standard Time (CST) on Friday, June 14, 2024 (the "Bid Deadline"). Evaluation of Bid

Proposal Award of contract will be based on the lowest bid submitted from those bidders that are confirmed as being responsive and responsible. Only those Bids timely received, in proper form and meeting all qualifications will be considered. Upon receipt, each Proposal will be reviewed for conformance to the RFB instructions regarding organization, format, and required content. Proposals that are missing information such that a full evaluation cannot occur will be deemed nonresponsive and ineligible for further consideration.
