Introduction

The Jackson Municipal Airport Authority ("JMAA") is seeking bids for construction and related services for the JAN Passenger Boarding Bridge Installation, Gate 18 project (the "Work") at Jackson-Medgar Wiley Evers International Airport. This project is anticipated to receive a Bi-Partisan Infrastructure Law (BIL) grant from the Federal Aviation Administration (FAA). The selected firm must be familiar with the process and required documentation associated with the FAA’s grant process. This includes, but is not limited to, FAA grant assurances, FAA airport design standards, 14 Code of Federal Regulations (CFR) Part 77 airspace requirements, as well as familiarization with applicable FAA Orders, Advisory Circulars (AC), and Interim Guidance

Project Background

The JMAA terminal currently has available space where an additional passenger boarding bridge can be installed. By installing a new boarding bridge at Gate 18, JMAA will gain valuable gate capacity. This expanded capacity not only offers opportunities to enhance the presence of existing airlines within the terminal but also opens doors to attract new airline carriers to this newly developed gate area. The increased utilization by current airlines or the attraction of new carriers will significantly enhance travel convenience to additional destinations, resulting in a substantial increase in passenger enplanements and revenue opportunities for the airport. Moreover, the addition of the jet bridge will streamline operations, ensuring reliable and efficient boarding processes, which are essential for positioning JAN for air service growth. This growth in air service is closely linked to competitive ticket pricing, making air travel more affordable and accessible, particularly for disadvantaged communities, who may traditionally face barriers to travel.

Scope of Work

The project includes but is not limited to installation of a new fixed bridge, passenger boarding bridge, boarding bridge foundation, and associated equipment for Gate 18 at Jackson-Medgar Wiley Evers International Airport. Additionally, this project will include new building electrical and water services to Gate 18 to support the Gate 18 improvements, architectural and structural modifications inside the terminal building from the Gate 18 holding room to the boarding bridge, and apron marking removal and installation

JMAA will hold a non-mandatory Pre-Bid Conference on Thursday, May 23, 2024, at 1:00 p.m. (CST) in the Community Room, Third Floor of the Main Terminal Building at JAN. Sealed Bids

Sealed bids to perform the Work will be accepted by JMAA until 4:00 p.m. Central Standard Time (CST) on Monday, June 17, 2024 (the "Bid Deadline"). Evaluation of Bid Proposal

Award of contract will be based on the lowest bid submitted from those bidders that are confirmed as being responsive and responsible. Only those Bids timely received, in proper form and meeting all qualifications will be considered. Upon receipt, each Proposal will be reviewed for conformance to the RFB instructions regarding organization, format, and required content. Proposals that are missing information such that a full evaluation cannot occur will be deemed nonresponsive and ineligible for further consideration.
